In the graveyard scene in 2x21 of the The Vampire Diaries, John Gilbert’s letter/voiceover to Elena was saying: “Whether you’re reading this as a human or a vampire, I love you all the same.”, and the camera was focusing on Damon and Elena sharing a look.
Elena will be a vampire in season 4, and Stefan will have problems with these changes as Julie Plec said.

So true! Damon was always the one to save Elena, and now that it finally was Stefan, he rather did like she wanted him to do, than save her life making her hate him. It’s more respectful and easy of course, but I still prefer Damon’s way - keeping Elena alive, simply because there are so many people who love and need her.

When Elena becomes a vampire, she’s going to have to get a bit of an edge — and her darker side will inevitably be drawn to Damon. I was surprised when she chose Stefan, but once I saw the way it all ended, it made perfect sense. Stefan is the boy that she loved as a teenage girl. When she has time to think about “always,” instead of “right now,” things will change.
